D\u0092une part,\n<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=OJ:L_202600196&amp;qid=1770278411027\"><strong>le R\u00e8glement (UE) 2026\/196 de la Commission<\/strong><\/a> introduit des modifications significatives concernant les additifs alimentaires,\n\u00e0 la fois au regard de la liste de l\u0092Union des additifs autoris\u00e9s (R\u00e8glement (CE) n\u00b0 1333\/2008)\net de leurs sp\u00e9cifications techniques (R\u00e8glement (UE) n\u00b0 231\/2012).\nD\u0092autre part,\n<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=OJ:L_202600189&amp;qid=1770277542151\"><strong>le R\u00e8glement (UE) 2026\/189 de la Commission<\/strong><\/a> introduit des modifications et autorise un nouveau usage de la gomme laque (E 904),\ntout en mettant \u00e0 jour ses sp\u00e9cifications techniques.\nCes modifications r\u00e9sultent du<strong> programme de r\u00e9\u00e9valuation syst\u00e9matique des additifs alimentaires<\/strong> men\u00e9 par l\u0092Autorit\u00e9 europ\u00e9enne de s\u00e9curit\u00e9 des aliments (EFSA),\navec une attention particuli\u00e8re port\u00e9e aux<strong> denr\u00e9es destin\u00e9es aux nourrissons, aux jeunes enfants et aux denr\u00e9es alimentaires destin\u00e9es \u00e0 des fins m\u00e9dicales sp\u00e9ciales (FSMP).<\/strong>\n<h2 id=\"reg-2026-196\">1. R\u00e8glement (UE) 2026\/196 de la Commission<\/h2>\n<h3 id=\"food-additives-affected\"><strong>1.1. Additifs alimentaires concern\u00e9s<\/strong><\/h3>\nLes additifs concern\u00e9s appartiennent principalement au groupe des <strong>hydrocollo\u00efdes et amidons modifi\u00e9s<\/strong>,\nlargement utilis\u00e9s par l\u0092industrie agroalimentaire comme \u00e9paississants, stabilisants ou agents de texturation :\n<ul>\n \t<li>Carragh\u00e9nanes <strong>(E 407)<\/strong><\/li>\n \t<li>Gomme de caroube<strong> (E 410)<\/strong><\/li>\n \t<li>Gomme guar <strong>(E 412)<\/strong><\/li>\n \t<li>Gomme arabique <strong>(E 414)<\/strong><\/li>\n \t<li>Gomme xanthane <strong>(E 415)<\/strong><\/li>\n \t<li>Pectines <strong>(E 440 i et ii)<\/strong><\/li>\n \t<li>Oct\u00e9nylsuccinate d\u0092amidon sodique <strong>(E 1450)<\/strong><\/li>\n<\/ul>\nLes modifications portent \u00e0 la fois sur les <strong>conditions d\u0092utilisation<\/strong> (cat\u00e9gories d\u0092aliments et niveaux maximaux)\net sur les <strong>sp\u00e9cifications techniques<\/strong> relatives \u00e0 la puret\u00e9, \u00e0 la d\u00e9finition et aux crit\u00e8res microbiologiques.\n<h3 id=\"key-regulatory-changes\"><strong>1.2. Principales \u00e9volutions r\u00e9glementaires<\/strong><\/h3>\nLe r\u00e8glement introduit des restrictions et des clarifications cibl\u00e9es visant \u00e0 r\u00e9duire l\u0092exposition des populations vuln\u00e9rables,\n\u00e0 mettre \u00e0 jour les sp\u00e9cifications des additifs et \u00e0 renforcer les exigences de s\u00e9curit\u00e9.\n<h3 id=\"infant-milk-drinks\"><strong>1.3. Boissons lact\u00e9es pour jeunes enfants<\/strong><\/h3>\nDans la cat\u00e9gorie <strong>01.10 (boissons \u00e0 base de lait et produits similaires destin\u00e9s aux jeunes enfants)<\/strong>,\nl\u0092autorisation de plusieurs hydrocollo\u00efdes est maintenue, mais une nouvelle note obligatoire est introduite.\n\nLorsque E 407, E 410, E 412, E 414, E 415 et\/ou E 440 sont utilis\u00e9s en combinaison,\nle niveau maximal de chaque additif doit \u00eatre r\u00e9duit proportionnellement en fonction de la pr\u00e9sence des autres.\n\nCette mesure vise \u00e0 limiter l\u0092<strong>exposition cumul\u00e9e aux hydrocollo\u00efdes<\/strong> dans les produits destin\u00e9s aux nourrissons et aux jeunes enfants.\n<h3 id=\"guar-gum-restrictions\"><strong>1.4. Retrait et restrictions concernant la gomme guar (E 412)<\/strong><\/h3>\nL\u0092un des changements les plus significatifs est le <strong>retrait progressif de l\u0092autorisation de la gomme guar (E 412)<\/strong>\ndans des cat\u00e9gories sensibles :\n<ul>\n \t<li>Pr\u00e9parations pour nourrissons (13.1.1)<\/li>\n \t<li>Denr\u00e9es alimentaires destin\u00e9es \u00e0 des fins m\u00e9dicales sp\u00e9ciales pour nourrissons (13.1.5.1)<\/li>\n<\/ul>\nPour les FSMP destin\u00e9s aux nourrissons \u00e0 partir de 4 mois et aux jeunes enfants (13.1.5.2),\nson utilisation n\u0092est maintenue que <strong>de mani\u00e8re transitoire<\/strong>, jusqu\u0092au <strong>27 avril 2027<\/strong>,\net exclusivement dans des produits liquides contenant des prot\u00e9ines ou des hydrolysats de prot\u00e9ines.\n\nCette d\u00e9cision repose sur les conclusions de l\u0092EFSA indiquant que des donn\u00e9es insuffisantes sont disponibles\npour d\u00e9montrer la s\u00e9curit\u00e9 du E 412 pour ces usages.\n<h3 id=\"other-hydrocolloids\"><strong>1.5. Restrictions sp\u00e9cifiques pour d\u0092autres hydrocollo\u00efdes<\/strong><\/h3>\n<ul>\n \t<li><strong>Gomme de caroube (E 410) :<\/strong> autoris\u00e9e dans les FSMP destin\u00e9s aux nourrissons uniquement pour les produits con\u00e7us pour r\u00e9duire le reflux gastro-\u009csophagien,\navec des niveaux maximaux r\u00e9duits.<\/li>\n \t<li><strong>Pectines (E 440) :<\/strong> utilisation limit\u00e9e aux produits destin\u00e9s aux troubles gastro-intestinaux, avec des niveaux maximaux plus faibles.<\/li>\n \t<li><strong>Oct\u00e9nylsuccinate d\u0092amidon sodique (E 1450) :<\/strong> niveau maximal autoris\u00e9 r\u00e9duit de 20 000 mg\/kg \u00e0 10 000 mg\/kg \u00e0 compter du\n18 f\u00e9vrier 2028, en raison de pr\u00e9occupations li\u00e9es \u00e0 l\u0092exposition des nourrissons.<\/li>\n<\/ul>\n<h3 id=\"technical-specifications\"><strong>1.6. R\u00e9vision des sp\u00e9cifications techniques<\/strong><\/h3>\nLe r\u00e8glement introduit une<strong> r\u00e9vision compl\u00e8te des sp\u00e9cifications des additifs,<\/strong>\navec un fort accent sur la protection des populations vuln\u00e9rables.\n<h4><strong>D\u00e9finitions<\/strong><\/h4>\n<ul>\n \t<li>Remplacement des termes <strong>\u00ab soluble\/solution \u00bb<\/strong> par <strong>\u00ab dispersible\/dispersion \u00bb<\/strong>, refl\u00e9tant la v\u00e9ritable nature collo\u00efdale de ces substances.<\/li>\n \t<li>Plus grande pr\u00e9cision sur les <strong>proc\u00e9d\u00e9s de fabrication<\/strong>, notamment pour les gommes v\u00e9g\u00e9tales et les amidons modifi\u00e9s.<\/li>\n<\/ul>\n<h4><strong>Limites plus strictes pour les contaminants<\/strong><\/h4>\nDes limites maximales plus faibles sont \u00e9tablies pour :\n<ul>\n \t<li><strong>Plomb<\/strong><\/li>\n \t<li><strong>Arsenic<\/strong><\/li>\n \t<li><strong>Mercure<\/strong><\/li>\n \t<li><strong>Cadmium<\/strong><\/li>\n<\/ul>\nDes limites suppl\u00e9mentaires concernant l\u0092aluminium et la teneur en prot\u00e9ines sont introduites pour certains additifs,\nnotamment lorsqu\u0092ils sont utilis\u00e9s dans des denr\u00e9es destin\u00e9es aux nourrissons et aux jeunes enfants.\n<h4><strong>Crit\u00e8res microbiologiques<\/strong><\/h4>\nDes crit\u00e8res microbiologiques obligatoires sont introduits, notamment :\n<ul>\n \t<li>Flore totale<\/li>\n \t<li>Levures et moisissures<\/li>\n \t<li>Absence de <em>Salmonella<\/em> spp.<\/li>\n \t<li>Absence de <em>Cronobacter<\/em> spp. dans les additifs destin\u00e9s aux aliments pour nourrissons<\/li>\n<\/ul>\n<h3 id=\"key-dates\"><strong>1.7. Dates cl\u00e9s et p\u00e9riodes transitoires<\/strong><\/h3>\n<ul>\n \t<li>Les additifs et denr\u00e9es l\u00e9galement mis sur le march\u00e9 avant le 18 ao\u00fbt 2026 peuvent continuer \u00e0 \u00eatre commercialis\u00e9s jusqu\u0092\u00e0 \u00e9puisement des stocks.<\/li>\n \t<li>Pour l\u0092E 1450, la p\u00e9riode transitoire est prolong\u00e9e jusqu\u0092au 18 f\u00e9vrier 2028.<\/li>\n \t<li>Des \u00e9ch\u00e9ances sp\u00e9cifiques s\u0092appliquent au retrait de l\u0092E 412, jusqu\u0092en avril 2027.<\/li>\n<\/ul>\n<h2 id=\"reg-2026-189\">2. R\u00e8glement (UE) 2026\/189 de la Commission<\/h2>\n<h3 id=\"shellac-use\"><strong>2.1. Nouveau usage autoris\u00e9 de la gomme laque (E 904)<\/strong><\/h3>\nLe r\u00e8glement autorise l\u0092utilisation de <strong>gomme laque (E 904)<\/strong> en tant qu\u0092agent d\u0092enrobage dans des denr\u00e9es alimentaires destin\u00e9es \u00e0 des fins m\u00e9dicales sp\u00e9ciales,\nexclusivement sous forme de comprim\u00e9s et de drag\u00e9es, dans la cat\u00e9gorie 13.2 (\u00e0 l\u0092exclusion des produits de la cat\u00e9gorie 13.1.5).\n\nLe niveau maximal autoris\u00e9 est de <strong>46 000 mg\/kg<\/strong>, conform\u00e9ment \u00e0 sa fonction technologique d\u0092enrobage protecteur\nassurant la lib\u00e9ration appropri\u00e9e des substances actives dans le tractus intestinal.\n<h3 id=\"shellac-specifications\"><strong>2.2. Modification des sp\u00e9cifications techniques<\/strong><\/h3>\nLes sp\u00e9cifications techniques de la <strong>gomme laque (E 904)<\/strong> sont mises \u00e0 jour afin d\u0092am\u00e9liorer la clart\u00e9 et la s\u00e9curit\u00e9 :\n<ul>\n \t<li>Suppression des r\u00e9f\u00e9rences \u00e0 la gomme laque avec cires.<\/li>\n \t<li>Red\u00e9finition comme gomme laque blanchie sans cires.<\/li>\n \t<li>Introduction d\u0092une teneur maximale en cires de 0,2 %.<\/li>\n \t<li>Ajustement de la d\u00e9finition pour refl\u00e9ter le produit mis sur le march\u00e9.<\/li>\n<\/ul>\n<h2 id=\"conclusions\">Conclusions et impact pour le secteur agroalimentaire<\/h2>\nCes \u00e9volutions l\u00e9gislatives repr\u00e9sentent un renforcement significatif du cadre r\u00e9glementaire de l\u0092UE concernant les additifs alimentaires,\nen particulier pour les produits destin\u00e9s aux nourrissons et aux jeunes enfants.\n<ul>\n \t<li>N\u00e9cessit\u00e9 de <strong>revoir les formulations,<\/strong> notamment pour les aliments pour nourrissons et les FSMP.<\/li>\n \t<li>Mise \u00e0 jour des <strong>sp\u00e9cifications techniques et des syst\u00e8mes de contr\u00f4le qualit\u00e9<\/strong>.<\/li>\n \t<li>Exigences accrues en mati\u00e8re de <strong>s\u00e9curit\u00e9 microbiologique et de contr\u00f4le des contaminants.<\/strong><\/li>\n \t<li>Importance d\u0092une <strong>planification pr\u00e9coce<\/strong> pour se conformer dans les d\u00e9lais transitoires.<\/li>\n<\/ul>\nDans l\u0092ensemble, ces nouveaux r\u00e8glements renforcent l\u0092approche pr\u00e9ventive du droit alimentaire de l\u0092UE,\nen alignant les autorisations et les sp\u00e9cifications des additifs sur les preuves scientifiques les plus r\u00e9centes\nissues du programme permanent de r\u00e9\u00e9valuation de l\u0092EFSA.\n\n<\/article>\n","protected":false},"excerpt":{"rendered":"<p>Dans cet article 1.
